Nossi-bé
(now Nosy Be) is an island in the Indian Ocean, in the Antsiranana Province,
about 8 km (5 mi) off the coast of Madagascar. Its estimated population is
about 109,000 people, according to the census of 2018. Its capital is Andoany, called Hell-Ville
(after Admiral Anne
Chrétien Louis de Hell) during the French colonization: it was founded by
the French in 1841 to establish there a military port, which is currently a
civil and commercial port (it is the one seen on the stamp).
