The use of water from the Nile River has always produced disputes and has forced the establishment of agreements, sometimes covered by broader economic cooperation agreements. As early as 1959, three years after Sudan gained full independence, the two countries signed an agreement for the Full Utilization of Nile Waters, which was followed by a protocol for its implementation in 1960. In October 1982 Egypt and Sudan established an Economic Integration Charter with three institutions to handle the macanism to achieve the rather ambitious goal of total economic, social, political and military integration between the two countries. The parliament of the Nile Valley was the legislative Branch of the council.
