Hungary
is a unitary State organised on a decentralised basis; the Fundamental Law
recognises local governmental system. Hungary comprises 19 Counties (megye)
and 3,154 Municipalities (település). In 1950 2,978 village councils
were formed, amond which 2,808 were independent village councils and from 371
villages were formed 170 cornmon village ones. The network of village councils,
developed nearly all over the country, furthered the direct realization of the
aims and activity ofthe central power in transforming the society, as local
organs ofthe governamental power.
